Dr Liau is an accredited surgeon with subspecialty expertise in the diagnosis and surgical treatment of hepatobiliary and pancreatic disorders especially in surgical oncology (cancer surgery) and management of patients with these complex cancers. Dr Liau believes that life as a surgeon and a doctor give him the daily opportunity to witness the triumph and tragedy of life. As he provides comfort, medical advice, treatment and surgery to his patients, he finds strength, fulfillment and reassurance in his work.


Dr Liau graduated from the National University of Singapore in 1994 and obtained his postgraduate surgical degree in 1998. The same year, he was admitted to the Fellowship of the Royal College of Surgeons of Edinburgh in the Specialty of General Surgery. In 2003, he was conferred the Fellowship by both the Academy of Medicine (Singapore) and International College of Surgeons (USA). Dr Liau is a member of the Society for Surgery of Alimentary Tract (SSAT) and International Hepato-Pancreato-Biliary Association (IHPBA).


Prior to establishing his private practice, Dr Liau was the Chief of Hepatobiliary and Pancreatic Surgery Unit in the Department of General Surgery from 2004 to 2010. He was the Deputy Head of Department of General Surgery, Tan Tock Seng Hospital from 2008 to 2010. Currently, Dr Liau serves in the council of Asian-Pacific Hepato-Pancreato-Biliary Association and College of Surgeons, Singapore. Given his keen involvement in the care of patients with neuroendocrine tumors, Dr Liau was elected to the executive committee of the Carcinoid & Neuroendocrine Tumor Society (CNETs).


Dr Liau has a research interest in surgical treatment and palliation of hepatobiliary cancers, in particular, hepatocellular carcinoma, cholangiocarcinoma, gallbladder carcinoma and pancreatic carcinoma. This group of patient care is particularly challenging, as patients face both high recurrence and mortality. He has also dedicated significant effort to understand molecular basis and novel management of liver and pancreatic cancers. Besides serving in the editorial board for the Journal of Hepato-Biliary-Pancreatic Surgery and Singapore Medical Journal, Dr Liau is part of the peer review committee in the National Medical Research Council.


His other significant area of interest is surgical education. He sits in the Surgical Residency Advisory Committee in Ministry of Health, developing graduate training programmes that provide surgical education and new areas in training to the surgical trainees. In addition, he serves as a senior clinical lecturer in facilitating clinical & bioethics teaching and training at the Yong Loo Lin School of Medicine, National University of Singapore.


Dr Liau counts renowned haematologist Professor Han Ping and eminent surgeon Professor Low Cheng Hock as his mentors. The former helped him discover the meaningful human interaction in medicine while the latter inspired and shaped his surgical preferences and aspiration. Trained in Memorial Sloan-Kettering Cancer Centre in New York City, USA, Dr Liau brings with him an acute perception and systematic approach to problem solving and operative techniques. Being part of a global collaborative hepato-pancreato-biliary professional community, it facilitates Dr Liau in providing evidence-based approach to cancer treatment.


Beneath the youthful and cheerful disposition which Dr Liau is commonly known to his patients, he is a professional, confident and efficient surgeon who has a proven ability to work independently as well as in a team. Dr Liau was the recipient of the 2008 and 2009 Star Excellent Service Awards. In 2009, the Singapore Public Service honoured Dr Liau with PS21 Star Service Award for having gone beyond the call of duty to deliver excellent service to his patients. In recognition to his service to Emirate patients, he was presented with the Embassy of United Arab Emirates Medal.


His other passion in life other than medicine is to experience and enjoy nature and to meet and interact with people from across the world. In addition, Dr Liau is an advocate of rendering medical expertise and transferring of surgical skills to the third world and developing countries. For that, he serves as a volunteer doctor and teacher to neighbouring Indonesia. He believes that his community involvement with the less fortunate people give him invaluable experience in dealing with many different life issues as well as the confidence to help others.

廖医师是一位公认的专长于诊断与治疗肝胆胰疾病的普外科医生,尤其专长于治疗肝胆胰肿瘤病患。作为一名外科医生,他觉得随时都在目睹人生的喜悦与悲伤。在给病人提供安慰,医疗咨询,治疗以及手术的同时,他也从中得到了力量,满足和大家的肯定。

廖医师于1994年毕业于新加坡国立大学,1998年获得外科研究生学位,同年,考上了爱丁堡皇家外科学院普外科专业的院士。2003年,廖医师荣获两个学院的奖章:新加坡医学专科学院和美国国际外科学院。 廖医师也是消化道外科手术协会和国际肝胆胰协会的成员。

廖医师在创建他的私人诊所之前, 曾是陈笃生医院普外科肝胆胰科的科组长(2004-2010),也担任过陈笃生医院普外科的副主任(2008-2010)。如今,廖医师正服务于亚太肝胆胰委员会以及新加坡外科学院。基于对治疗神经内分泌肿瘤病患的热衷, 廖医师又被当选为类癌神经内分泌肿瘤学会执行委员会成员。

廖医师针对肝胆胰癌症(尤其是肝癌,胆管癌,胆囊癌,胰腺癌)的治疗和减缓方面积极地开展了各种不同的研究。因为肝胆胰癌症患者面临很高的复发率和死亡率,所以这类病人的治疗具有相当的挑战性。廖医师投入了大量的精力去了解分子基础和最新的肝癌和胰腺癌的医疗技术。他既担任肝胆胰外科杂志和新加坡医学杂志的编委会成员, 又是国家医学研究理事会同行评议委员会的委员。

另外,他在外科教育领域也做出了杰出的贡献。他在卫生部的外科留院医师咨询委员会里,发展外科教育的研究生培训计划并提供外科培训新领域 。此外,他在新加坡国立大学杨璐琳医药学院做高级临床讲师,以促进临床及生物伦理学的教学和培训。

廖医师有两个导师:著名血液学教授韩平和杰出的外科教授刘振福。韩教授引导他发现了医学中人际交往的重要意义,而刘教授启发并塑造了他对于学习外科专业的兴趣和愿望。廖医师在美国纽约市著名的斯隆-凯特林癌病中心学习之后,带来了对解决问题和外科手术技能的敏锐的感觉和系统的方法。廖医师成为全球肝胆胰专业界协作委员会的一员,也促使他带来了以寻证医学为基础的癌症治疗方案。

在廖医师年轻和开朗的外表下,他是一位具有专业水准的,自信的,高效的外科医师,并有独立工作能力及团队工作能力。2008年和2009年,廖医师被评选为优秀服务之星。2009年,由于廖医师带给病人超出工作要求的优良服务,新加坡公共服务部授予他PS21(公共服务21)星级服务大奖。通过对阿拉伯联合酋长国病人的悉心照顾和治疗,他又荣获了阿拉伯联合酋长国大使馆的荣誉奖章。

除了医疗,廖医生还对体验和享受大自然以及结交来自世界各地的朋友抱有极大的热忱。另外,廖医师是向第三世界国家和发展中国家提供医疗专业知识和外科手术技能的倡导者。为此,他常常做志愿者到邻国印度尼西亚当医生和老师。这些与较不幸国家人民的互动交流使他获得了对生命问题的深刻思考以及更有信心地治病救人的宝贵经验。
